What is the Climate Change Levy?
The Climate Change Levy is a tax added to business energy bills in the UK. It’s meant to encourage more efficient energy use and lower emissions, but it doesn’t apply equally to everyone.
Some businesses are eligible for a reduced rate or even full exemption, especially those in energy-intensive industries or signed up to a Climate Change Agreement (CCA). But if that’s not been set up properly, you might still be paying full whack.
It’s not about catching anyone out. It’s just one of those things that can slip through the cracks and end up costing more than it should.

Who’s exempt from paying the Climate Change Levy?
Not every organisation has to pay CCL, but the rules aren’t always obvious. These are some of the most common exemptions that may apply to your business or site:

Low energy users
If your organisation uses less than 33 kWh of electricity and/or 145 kWh of gas per day, you may be exempt from the levy. -
Charities using energy for non-business purposes
If you’re a registered charity and the energy is used for non-commercial activities such as education, community benefit, or religious services it may be exempt. -
Certified industrial processes
Certain mineralogical and metallurgical processes are exempt from CCL, but this only applies to specific certified activities. -
On-site renewable or CHP generation
If you generate your own electricity using renewables or combined heat and power (CHP) and primarily use it on-site, that energy may be exempt. -
Community heating schemes (for domestic use)
Energy supplied through a certified community heating scheme for domestic properties is exempt but this doesn’t apply to commercial buildings. -
Businesses with a valid Climate Change Agreement (CCA)
If you’ve signed up to a CCA, you may qualify for a reduced rate, as long as the agreement is active and correctly applied.
