How the market works in Scotland
- Scottish Water remains the wholesaler. They own the pipes and treatment works.
- Retailers handle the front end. Billing, customer service and added-value support sit with the licensed retailer you choose.
- If you’ve never signed a contract, you’re probably on a default tariff. These “deemed contracts” ensure continuity but rarely reflect a hotel’s actual usage or needs.
There are more than 220,000 eligible business premises in Scotland’s non-household market. Despite this, research shows that only a small proportion actively switch. Industry sources suggest the majority remain on default terms, often because they’ve never revisited water since moving in or opening their doors.
Why many hotels haven’t switched
Hotel managers and owners have plenty on their plates. Water feels dependable, and unlike energy, it doesn’t usually spark urgent headlines. But bills are often full of lines that don’t invite easy checking: standing charges, drainage, wastewater, trade effluent. Five checks worth doing
- Ask if you’re on a deemed contract. If you’ve never signed terms, you probably are. You can ask your retailer directly, or a utility consultant can confirm this quickly and compare options for you.
- Confirm your property’s rateable value is correct. Drainage charges are based on rateable value, if it’s wrong, so is the bill. Again, you can cross check this yourself or ask a consultant to do it as part of a review.
- Review meter size against demand. An oversized meter means higher fixed charges. Wholesale schedules are available publicly, but most hotels prefer to have a consultant sense check this.
- Look at overnight use. If meters show steady flow when the hotel is quiet, there may be a leak or equipment left running. You can spot this yourself with a simple night-flow check or get a consultant to arrange temporary data logging.
- Check your trade effluent status. Smaller laundries usually need only a Letter of Authorisation, larger ones require full consent. Ensuring the paperwork matches your current set up is key, and a consultant can take this off your list if you’d rather not wade through the detail.
